Notification/Flag for Organisational Filters When Applied

This was suggested while reviewing the hazard log by NAViGO for their data consumer project.

It would be useful to have a flag/icon/notification to show when organisational filters have been applied - once the sidebar has been closed, the user may forget that the data has been filtered and miss essential information from other providers.

There was some uncertainty as to whether previously applied organisational filters reset when opening a new patient record or closing and reopening the same patient record. Again, a flag for organisational filters would visibly demonstrate that not all available data is being shown and help to mitigate the risk of users missing available information.

    the provider filter should reset to show all when a patient is changed, there is a bug preventing this atm so that has been logged

    separately we have promoted the suggested development to make it obvious to the user when a filter is in place
