Show health check provider status in portal

For known failures in provider connectivity, it would be useful to show a user-friendly message on portal summary screen notifying them of provider connectivity failures.

I realise this information is available in filter/error messages but during pilot user testing interpretation of this information was found not to be usable for some.

    hi Toby, was this experienced in sandpit? Theoretically speaking... there should be very few provider connection issues in Production. We are monitoring Prod on 2nd line support and intend to build some alerting functionality to help us see and fix problems earlier

    I believe the health check feature is point in time so would not represent the real time position

    I'm just trying to understand the scope of the problem and where it manifests itself, that said, we are considering how to better present the provider status in an existing feature
