Create formatter options in portal panels for consistent sentence case (and font size) in data outputs

Panels currently show provider data in a mixture of cases and font sizes (i.e. 'Not provided' is smaller). Obviously the case of the text is dictated by data provision but readability would be improved if these were formatted consistently for display. Sentence case maybe?

    'Not provided' is smaller by design as it's a lack of data and therefore less important than the actual data, it's debatable whether the fields should just be empty, but it was felt important to be explicit that this data had not been provided, and remove any perception that it was 'missing'

    Sentence case would be difficult, e.g.

    1. case may be clinically important in some cases so we'd rather not transform it

    2. we could try on certain fields, e.g. provider, but these don't conform to sentence case, i.e. Something NHS Foundation Trust etc

    over time we may be able to influence provision, but I suspect there are local preferences in place, is this causing a big problem?
