Panel to notify users of downtime and system-wide issues

There's a requirement for a panel on the login page of the Portal to notify users of any planned downtime/any other system-wide issues

We've had a request from Hull CC for this to be linked to the User Management Tool, so that the support staff in the organisation can add/delete these messages.

    This feature is going into the next release, scheduled for Sandpit/Staging on Thursday 27th Oct, Production Wednesday 3rd Nov 2022. A user guide has been created, please see release notes

    hi Tara, we've had an initial chat about this, but the solution is not as straightforward as it seems, e.g. traditionally we would use a 'landing page' for this (home page/login page) but a lot of users will be contextual and are therefore skip this page, but we still need them to see messages... In parallel is some thinking about the position of other ui elements and re-positioning these into a new top bar, a more recognisable design pattern. Emma and I have a workshop booked with dxw to explore this further
