There have been examples of data providers having / causing issues with valid resources and users experiencing lack of visible data and/or data validation errors, which in many cases results in data being withheld from end users when the validation issues may be only minor. The most recent example of this issue is with the ongoing situation with the remediation work and the resulting data validation problems at DBTH. (see https://interweavedigital.atlassian.net/browse/ICR-5136 for more details).
The current problem at DBHT is taking time to resolve, and this has historically been a recurring problem that such issues at the data provider end, can be time-consuming to fix and this can cause unnecessary disruption to the end users of the ShCR when consuming data from such providers.
Proposed solution:
It is suggested there is more granularity offered to regions in the configuration of their options in the portal for amending validation rules in the FHIR queries issued to given some or all data providers which allow a switch which is configurable by regional admins to modify the implementation of data validation rules.
We would like to undertake an options appraisal or risk / cost / benefit analysis of the following options:
Option 1:
Work on the portal to allow regional admins to allow validation rules to be set at a regional level
Option 2:
Work on the portal to allow regional admins to allow validation rules to be set at a regional resource level
Option 3:
Work on the portal to allow regional admins to allow validation rules to be set at a tenancy level
Option 4:
Work on the portal to allow regional admins to allow validation rules to be set at a tenancy resource level
Option 5:
Work on the portal to allow regional admins to allow validation rules to be set at a tenancy, resource and panel level
Discounted options:
Any modification of the provider settings in the console or adding ignore validation errors to the queries by the exchange.
This is technically possible, but it would introduce ongoing issues for NRL and could allow providers to use the bypass validation settings for reasons other than clinically safety or testing, which are the use cases identified.

Supplementary User stories: As a Portal User, I need to be able to see all possible available data about a patient when it is clinically safe to do so, even if this means data which fails technical validation for a FHIR profile, So that I am not missing out on all the available data for person I am currently caring for.
As a Portal User, I need to be able to be able to see where data has been determined clinically safe, but may have some validation defects which result in missing supplementary data, such as full test names for practitioners and am able to make a judgement myself about how I interpret this data, So that I am not missing out on all the available data for person I am currently caring for, but that I have an understanding about the potential limitations of the data I am seeing.
As a Regional Data Tester User, I need to be able to be able to see what data looks like in the portal to be able to determine if technically invalid, but otherwise well populated resources are clinically safe, So that I can properly test the data provision in my region and assist in data remediation exercises with a full picture of how this data is presented in the portal to end users.
As a Data Provider Data Testing User, I need to be able to be able to see what data looks like in the portal to assist in my testing work with data provision, So that I can properly test the data provision from my organisation without being delayed by profile validation errors to be fixed and allow a better picture of the testing roadmap. |
