Consistent auditing across admin screens

User information is not being captured consistently in audit logs across the admin screen as detailed in this SR https://interweavedigital.atlassian.net/browse/ICR-4204.

This is going to be an initiative. We should start by looking at the actions the user takes when on the user page and expand to other areas. This needs some discovery.

As a System admin\IG lead
I would like Understand what users performed which actions and when
So that I can evaluate any IG breaches or system misconfigurations

    @Natalee Pearson is going to pick this up as an investigation to determine the order that we should do the discovery on the portal admin components.
