Problem Statement:
There is inconsistency in the display of disclaimers that means users accessing via contextual launch do not see a disclaimer message even when using the portal for the first time.
A number of suggestions have been requested by the business leads in Notts regarding the behaviour of Portal Disclaimers, in order to align with how they work in other applications:
The Disclaimer should be displayed for all users (i.e. both Contextual Launch and 2FA) the first time the user accesses the portal
The user must accept the disclaimer and a record of when this happened will be stored in the logs
The user will also be able to see the same disclaimer using the menu bar at the top of the page
The Disclaimer will be configurable, so can be updated if and when required (n.b. this could be via admin portal or via a service request) [EDITED: Item #4 has been removed and raised as a separate Idea - see P-I-232]
When a new version of the disclaimer is added, each user will need to re-confirm/accept that version the next time they access the Portal, and their acceptance will be logged (see #2 above)

Thanks for raising this. Feels like a good quality of life change for users to prevent them having to repeat the same action over and over.
Cleared with clinical safety that there are no concerns to implementing this approach. Will promote to the backlog.
