Provide useful Message when No records available in Portal Details Panel

At the moment when no records are available for any resource, the detail panel does not show any message. can it be changed to showing useful message for user [Eg: No records available to view ] and can also remove the header of respective panel on the details panel when no data is available to view.

    Also might be worth double checking with Anna what already exists. I thought she put a fix in for something similar to this not long ago. Can you have a chat with her please?
