Publish default configuration to a tenant without overwriting local pages

Notts have/are developing a number of custom pages for local use cases in addition to those that are part of the default configuration. Whenever we publish the default config to our tenancies as part of a new release, we currently need to rebuild these pages.

It would be useful if the default configuration/pages could be published to local tenancies without it overwriting the local pages/config

    hi Steve, we have a development currently in build which should cover this requirement, work will continue on this in sprint 49 - panels can be on/off at a tenancy level, so although 'product panels' will always be updated and maintained by Interweave, bespoke-built panels at a tenancy level would be unaffected by our config updates
