Allow clinicians to personalise the summary page

This will allow clinicians/ users from different services to be able to change the priority of the tabs to focus on the detail they more frequently use. For example You may want medication/documents/encounters to be at the top of your page at log in.

    thanks Paul, this has been as aspiration of mine from the outset, I will promote this to the backlog but it may be a few sprints away before we can tackle it, we will involve you in the conversations as usual
