Flags Reasonable Adjustment and LPS

This is around Flags in general. Currently there are different types of flags static and non static. I.e. Reasonable Adjustment flag for an LD person could be static as it would always be required. EoLC is mainly static but very very occasionally someone may recover from a life threatening/limiting condition. LPS is still in the planning stage at the moment, exactly how it will work is dependent on the Government setting out the Code of Practice. From an IT perspective an 'LPS authorisation' will be in place for an initial 12 months, reviewed and authorised for up to another 12 months and from there onwards every 3 years if still necessary.

I have attached a link to the draft LPS National Minimum Data Set so you get an idea of what is required. . What flags are on the National Spine and could be surfaced??

    Thanks Tara for comment and for sending me the link. RADF affects all reasonable adjustment requirements eventually, across all health and social care of all age patients, commencing with LD and autism in pre phase testing of which CHCP is a fast follower/early adopter. The API is in testing phase with Rio and EMIS with TPP probably to follow. The ISN will be signed and shared this month which will be the driver.

    The NHSe two main objectives of the current project are 1) the Technical development , test and go live readiness of FHIR API on all systems (primary, secondary and social care) 2)Business change in preparation of roll out and embedding.

    Hi Ian, there is also a requirement that has been identified in HNY for a Reasonable Adjustment Flag to be shared between different health/care providers.

    Some background from CHCP who have raised this request (although there is a broader requirement in the ICS and beyond as this is nationally mandeated): Reasonable Adjustment Digital Flag will be mandated via the Information Standards Notice across health and social care by 31st March 2024. RADF requires that reasonable adjustments to enable people to access care are recorded on their records, initially focusing on people with LD and Autism but expanding rapidly to anyone with an adjustment need. This goes beyond AIS and would include, for example, offering a person with autism an appointment at a quieter time.


    We have also done some discovery work about LPS (or the currrent DOLS) in HNY but there will need to be work done to ensure that the information is consistently recorded and coded in different systems.

    HI Ian I am not sure at this point as this is all the information I have been sent. My guess would be gathered by local providers as currently it is the Social Services that put LPS/ DOLS in place as i understand

    thanks Jane, do you know whether LPS is a national data source or something gathered by local providers, no probs if not but it's not immediately obvious so we'll need to do some research otherwise

    re. reasonable adjustment flags - these are within the spine (SCR, NCRS) but won’t appear in GPC (html or structured), so unless we can access spine data, it is unlikely. However, I believe NHSD are looking to create APIs towards the end of this year, so after that development we may have a route

    Under this legislation the ICB along with our hospital trusts will become 'responsible bodies' it is the government's intention that an LPS authorisation granting the authority to deprive someone of their liberty under article 5 of the Human Rights Act will be 'transportable' across different care settings. The expectation is that each responsible body will be able to see the authorisation digitally (this includes the Local Authority) who will also be a responsible body.
